Migrate from v1 (2-job) to v2 (4-job: lint+build+test+push) CI pipeline.

Changes:

  • Dockerfile: hadolint fixes (quoted strings)
  • Add tests/test.sh
  • Replace .gitea/workflows/docker-build.yaml with standardized 4-job pipeline
